Notes

What's good: it watches pages you already trust, and it stays quiet when nothing moved. The catch: the first snapshot has to be done by hand. Skip it and the bot either stays silent or screams that everything is new.

Weekday mornings: open the live state adoption table. Extract every row. Compare to yesterday. If nothing moved, stay quiet and overwrite the snapshot. If a row is new or an adoption date just filled in, open those PDFs and tell me what actually changed. Fact first. Implication second. Do not email the state. Do not file comments.

Once a week: open each official URL live. Diff against last week's snapshot. Always send the note, even if the week is nothing new. Overwrite the snapshots when you are done.
